IPC Petroleum Consultants, Inc. is a Tulsa based, international petroleum consulting firm which specializes in oil and gas reserves appraisals and risk analysis for international upstream petroleum investments. In conjunction with its associates in Oklahoma, Texas, London and Venezuela, IPC is dedicated to provide its clients high quality engineering and management services. IPC is headed by Rafael Sandrea, former president and CEO of ITS, a Caracas based petroleum engineering firm he founded and directed for 30 years.

Publications
Dr. Sandrea has published over 40 technical papers some of which have been featured in CNN Money, Seeking Alpha and PetroleumWorld. He has also co-authored with Dr. Ralph Nielsen: "Dynamics of Petroleum Reservoirs under Gas Injection", Gulf Publishing, 1974, a book used extensively in petroleum engineering courses around the world, and one of the first textbooks to cover the basics of miscible EOR. Dr. Sandrea has also written several Research Reports on Future Oil and Gas Supply: Global, the US, Shale Plays, which are published by PennEnergy Research. He has also written Blogs in the Financial Times (London) and PennEnergy. His new book, Mexico: History of Oil Exploration, Its Amazing Carbonates, and Untapped Oil Potential is available now. His most recent paper, Global Oil Supply Growth at a Crossroads, Exploration Needs a Robust Resurgence , is also available now. Sandrea's publications have provided the industry with four well-recognized significant fundamentals:

Appraisal OF OIL AND GAS RESERVES
IPC conducts comprehensive pre-audits of major oil and gas fields as a precursor to more in-depth reserves audits. Since 2003 Dr. Sandrea has had 16 articles published in O&GJ and MEES addressing the evaluation of methodologies for estimating oil and gas reserves, providing estimates of global oil and gas reserves, onshore and offshore, and has developed special algorithms for estimating the production capacity of newly discovered fields – conventional and unconventional. Several of his articles have been featured on CNN Money, SeekingAlpha.com, and PetroleumWorld.com.

E&P INVESTMENT RISK ASSESSMENT
Dr. Sandrea has developed the Opportunity Index for comparing the relative attractiveness of investments in upstream projects as well as the attractiveness of a company’s E&P portfolio in different countries. The model integrates industry standard risk indexes and offset indicators, such as, potential oil and gas reserves, F&D costs, and company financial performance into a single composite index. More recently (2017), he developed an Upstream Financial Opportunity Index to select bid prospects.
